Rapid Road Rehabilitation is a set of applications facilitating the analysis of scheduling, traffic, and costs for highway projects. Developed by Pavia Systems, R3 is a suite of scoping tools based on the research behind CA4PRS, originally developed in 1999 by E.B. Lee from the University of California at Berkeley.

To get the most out of the Rapid Road Rehabilitation application suite, begin your paving project by simulating construction productivity in Road Scheduler. The Road Scheduler module simulates construction completion time based on the principles of balancing resource rates and a basic set resource characteristics you provide. With this module, you can optimize construction productivity by comparing the results of different closure scenarios, including alternative closure windows, paving and working methods.

Once you’ve developed a robust construction plan for your pavement with the Road Scheduler module, use the Work Zone Traffic Impacts module to assess the traffic performance of your closure. With this app, you can estimate the impact of highway work zones on local traffic performance and the implied value of time lost by roadway users due to the presence of a construction work zone.

When you’re satisfied with the predicted traffic performance of your project, you can use the Agency Cost Estimator to rapidly scope the affordability of your pavement project even in the face of cost uncertainties. Combined, the results are intended to help you develop a cost-effective construction strategy for your pavement project based on scheduling/productivity considerations, a traffic impacts and mitigation efforts, as well as predicted project economics.

Quickstart Overview

To get started with Rapid Road Rehabilitation, you will first need to create a new project to provide basic location and identification information. While we strongly recommend starting your project with the Road Scheduler module to first to determine your project's overall completion rate, you may create a new project starting from any of the three modules.

Go ahead and start the Road Scheduler module by clicking on the application title or logo shown above, then log in with your Pavia username and password.

Once you have logged in, you will be taken to a projects directory of existing project (if any). Click the ‘New Project’ button on the top right corner of your browser to create a new project.

Give your project a name and description that will allow you to easily identify and distinguish this project. Use the Location, Latitude and Longitude, or Google maps to provide Road Scheduler with the approximate location of your paving project. When you are satisfied with your details, click the ‘Save’ button.

To return to the project directory, click the ‘Projects’ button at the top left corner of your browser (next to the Pavia Logo)

You are now ready to create a simulation using Road Scheduler! It is important to note that projects you create are shared across all 3 modules, meaning that you can associate multiple simulations from any of the 3 modules (Road Scheduler, Work Zone Traffic Impacts, and Agency Cost Estimator) with the same project.

Click on the project you have just created to be taken to the simulations directory, which contains a list of all Road Scheduler simulations associated with this project. In this case, the directory is empty since your project is new. This directory will look similar in the Work Zone Traffic and Cost Estimator modules, but the directory will only include simulations of the same module type.

Finally, click the ‘New Simulation’ on the top of the browser (or ‘Create Simulation’ button in the middle of the browser’) to begin a new simulation in Road Scheduler. You may return here any time to adjust your inputs, run additional simulations, or compare results until you reach a strategy that best fits your paving project.

A decision-support tool for highway paving projects

Integrating productivity, traffic, and cost considerations into construction strategy

Rapid Road Rehabilitation (R3 for shorthand) is an application suite developed by Pavia Systems in 2016 to address the growing needs of state transportation agencies to rehabilitate existing highway facilities. R3 consists of three construction scoping applications that can quantify and balance considerations for pavement design, construction productivity, work zone traffic impacts, as well as both agency and user costs associated with a paving project.

As R3 is intended to replace CA4PRS, support for CA4PRS will also be discontinued.

Overall, R3 provides meaningful performance indicators that allow engineers to integrate a holistic analysis framework to the design and selection of pavement rehabilitation projects. Ideally, R3 is intended for deployment in the planning and development stages of a highway project and can be used as a design and scoping tool prior to contractor selection. These results help state DOTs facilitate the selection of cost-effective construction strategies and transportation management plans (TMP) for highway paving projects. Additionally, the software is beneficial as a post-construction verification tool that provides reasonable expectations for contractor productivity.

Any computer or mobile device with a web browser and access to Wi-Fi (or a data plan). R3 was originally designed for use on all modern web browsers (latest versions) including: Chrome, Firefox, Microsoft Edge, and Safari.

Access and Copyright

Copyright and Licensing information for the WIndows XP desktop version of CA4PRS (v3.0) are available through UC Berkeley. Currently, all 50 state DOTS have access to that software. Use of the web-based Rapid Road Rehabilitation (R3) and affiliated licenses can be obtained by contacting Pavia Systems.
